Title: GIS Analyst/ArcSDE Administrator – JVN #1729
Salary Range: to $65,000 plus Excellent Comprehensive Benefits Package

Work Location: New York, NY (Downtown – 59 Maiden Lane)

New York City’s fastest growing Department, the Department of Information Technology and Telecommunications (DoITT) is a nationally recognized provider of customer service based IT solutions and services. DoITT provides an array of services to other City agencies as well as directly to the citizens of New York through the 3-1-1 Citizen Services Center, NYC TV, NYC.gov, and its GIS, Data Center and Telecom Divisions.

JOB DESCRIPTION:

Enforce and manage database security by using stored procedures, triggers, views and user-defined functions;

Identify, develop and maintain strategic geospatial data sets for the Citywide Geographic Information System (GIS). QA/QC of geospatial data and imagery;

Analyze data using GIS tools and methods, oversee maintenance and administration of the City’s versioned buildings database, produce hardcopy maps and geocode data.

Participate in team projects. Design, create and maintain schemas for spatial database;

Provide ongoing maintenance and tuning of Oracle database and ArcSDE;

Assist with technical support and troubleshooting of ArcIMS/ArcSDE based applications;

Document issues, application development requests and installation histories;

Perform and automate administrative tasks and create custom administrative tools.

PREFERRED SKILLS:

A four-year degree in Geography, Engineering, Planning or related field and two years professional experience;

Solid understanding of cartographic principles, map projects, coordinate systems, map scale and accuracy and spatial analysis;

Adept in a variety of GIS software products and data formats including ESRI ArcGIS, ArcSDE, ArcIMS, Oracle TOAD, Visio, MapInfo 7.x/8.x; TAB, Shapefile, Geodatabase, DWG, DXF as well as Adobe Photoshop, Adobe Illustrator, and MS Office.

Experience with Unix, preferably Solaris and Visual Basic a plus.

CIVIL SERVICE QUALIFICATION REQUIREMENTS:

1. A Master’s Degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using mainframe, mini- or micro-computer technology in computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing, at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties, -OR-

2. A Bachelor’s Degree from an accredited college and four years of experience as described above -OR-

3. A four-year high school diploma or its educational equivalent and six years of experience as described above, -OR-

Education and experience equivalent to the above. However, all candidates must have at least a high school diploma or its equivalent and must possess at least three years experience as described above, including the 18 months of administrative, managerial, executive or supervisory experience as described above.

NOTE: The following types of experience are NOT acceptable; superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.
