Develop detailed recommendations for changes & process improvements. # Provide operational report analysis. # Promote standardization in the areas of performance measurement and scoring. # Identify recurring problems and propose technical solutions. # The selected candidate will be influential in improving and maintaining the performance of the AT&T 3G and 4G Networks # Candidate must have a deep understanding of RNC theory, engineering, operation and performance # Performance management counters must be thoroughly understood including flow control, load control, call processing, processor utilization, and packet data handling # Candidate must understand all interfaces: Iu-B, Iu-CS, Iu-PS and Iu-R as well as the ATM and IP dimensioning and capacity metrics.# In this position the engineer will work with leading AT&T and vendor experts to maximize capacity planning and utilization. # The candidate will provide leadership and guidance to Capacity Planning Engineers to ensure that planning models and metrics are accurate. # Create uniform performance processes and procedures across the Nation. This includes monitoring Ericsson RNC and/or Lucent MSC and RNC counters & KPIs to identify problems where degradation appears # Work closely with all engineering and operations stakeholders as well as Ericsson and/or Alcatel/Lucent vendor teams to proactively assess and/or prevent network issues. # Review, analyze, and report on the impacts of network element upgrades, additions and growth. # Work with ATT reporting teams to develop tools and templates that report on Network performance on a weekly basis. Support current and future tool developments (CDR, node SQL’s, etc.) that will better equip the Network Performance Team to optimize network performance and efficiencies. # Ensure that core network element performance shall not impact accessibility This position may be responsible for contributing to AT&T’s compliance with environmental laws and regulations as applicable to its job function. This may include, but is not limited to, work related to fuel tanks, emergency and stand-by generators, boilers, hazardous waste, hazardous materials, batteries, manholes and vaults, water wells, linear and other construction projects, water discharge, or air emissions.Requirements # Proven expertise with Ericsson UMTS RNCs and/or ALU UMTS RNCs is required along with a thorough understanding of the architecture and engineering. # At least 5 years in wireless telecommunications, preferably with a wireless service provider or vendor. At least 3 years in an engineering role. National network performance experience is highly desirable. # Proven knowledge of engineering principles and wireless telecommunication systems for both voice and data. Fluency in UMTS, GSM, GPRS, EDGE, TCP/IP, ATM, and VoIP technologies is required. # Proven track record in the ability to research, compile, and analyze data required for network performance reporting. # Must demonstrate strong organizational, communication (both written and oral), and interpersonal skills. Excellent teamwork and collaboration skills required # Ability to manage multiple projects at the same time # Expert in Microsoft applications and highly proficient in other engineering applications # Bachelor’s degree in technical discipline. # Demonstrates good knowledge of T1/DS1, T3/DS3, OC-n, SONET, DWDM, VoIP, call routing, SS7 Signaling. # Understanding wireless network call processing, from handset access to core, is highly critical.
